get a friend to hold your dog, go over to it with a great treat( real ham or chicken is best) walk away in your garden or somewhere with no distractions say the word come only once in a commanding tone, get your friend to release the dog and praise it like crazy when it comes.
repeating the word come only desensitizes the dog. so they think its something you always just randomly say.
    goodluck!

Another good trick is hand feeding your dog. It’s resolved most of the obedience issues with my dog. I only feed him some food when he goes to the bathroom outside, sits, comes when called, lays down, etc…

So, you’ve got a supposedly untrained dog in an unfenced park without a LEASH or LONGLINE on it?

Good job, professional dog trainer. Do you do this with your clients’ dogs?

And, like most folks, I want my dog to come with I say COME, not woo hoo.
